    Article 1

    The B14E was created as a Strict One Degisn dinghy of exceptionally high performance which is simple and fun and within the capacity of the international sailing community.

    II - STRICT ONE-DESIGN PRINCIPLE

    Article 2

    These Rules are directed to the creation of such a strict one-design class where ths true test, when raced, is between crews and not boats ; any alteration of the form and construction of the hull, equipement, fittings, spars or running rigging, as supplied by the builder, except as specifically authorised by these Rules, is a breach of these Rules not only in spirit but in substance, and is prohibited.

    These Rules were originally written in English ; in cases of interpretational dispute, the common Australian usage wlll apply.

    III - DEFINITION OF BUILDER

    Article 3

    In these Rules, "builder" means any rnanufacturer duly authorised or licensed to build the B14E by the Designer or after his death or retirement, the Copyright holder.

    IV - HULL AND DECK

    Article 4

    The hull and deck shall be built from tooling manufactured and supplied by the Designer or Copyright holder, and shall be constructed in accordance with the specifications of the Designer.

    V - CENTREBOARD AND RUDDER

    Article 5

    The centreboard and rudder shall be supplied by the builder. Nothing herein shall preclude the repairing of damage thereto, refinishing or repolishing provided such repaired centreboard or rudder complies with the measurement diagram.

    Article 6

    A rope handle may be attached through holes drilled through the top of the centreboard.

    Article 7

    Padding may be used in the centrecase - the thickness of such padding may be varied to provide an optimum friction fit for the centreboad, but it shall be of substantially uniform thickness for the length of the centrecase.

    Article 8

    A line ol shockcord may be tied or hooked through the rope handle or holes in the top of the centreboard and attached to prevent loss in the event of a capsize.

    Article 9

    The rudder blade may have a downhaul. A locking devise shaII be fitted do lock the rudder blade in the vertical positon.

    VI - TILLER

    Article 10

    The tiller extension or extensions are not restricted in any way.

    Article 11

    The rudder stock or tiller may have a cleat for the downhaul. The downhaul line may include shockcord.

    VII - FITTING AND EQUIPMENT

    Article 12

    The specifiet and permitted fitttings and equipment of the B14E may, having regard to the circumstances of supply in the country of any licensed builder, and without the prior approval of the World Council, be substituted by either the builder or owner, with fittings to substantially the same size, quality and construttion as those specified, provided such subititution does not affect the perforrnance of the boat.

    Each Region's nominee to the World Council's Technical Sub-Committee of Measurers shall be entitled to complete information about all such substitutions by the builder, and the reasons why they were incorporated.

    No fittings, wedges, accessories or other attachments other than those originally supplied by the builder may be affixed to the hull, deck, spars or equipment, and no function may be added, and no function may be extended, except the following :

    VIII - SHEETS AND LINES

    Article 13

    Any sheets or lines supplied by the builder may be substituted by sheets or lines of any length or diameter. No additional sheets or lines may be added (except as called for under Rule 12 i), eg towrope in which case they may not be used as added control equipment for racing). Each sheet or line must be one continuous length of uniform cliameter (except as in Rule 14)

    Article 14

    Sheets or lines in whole or in part of wire are prohibited, except for the vang, halyard, shrouds trapeze wires and forestay.

    The mainsheet may have a shockcord tail. The trapeze elastic may be continuous between the aft wing ends to prevent the mainsheet fouling the wing ends.

    IX - WATERTIGHT INTERGRITY

    Article 15

    Reasonable watertight integrity of the hull must at all times be maintained, and :

  • a) if a compass, clock etc, is mounted in or on an inspection port area to permit removal, there must be a permanently watertight component behind the port mounting ring,
  • b) any compass which is recessed into the deck, shall be permanently installed with fastenings and a sealant.
  • X - SAILS

    Article 16

    Sail design, material and manufacturer are not restricted other than by Rules 17 and 31.

    Article 17

    The mainsail shall be single luffed and shall be hoisted by the main halyard. When in use the mainsail luff shall not extend below the gooseneck, and the foot shall not extend beyond the outer end of the outhaul track on the boom.

    The jib shall be set on the forestay and sheeted to the block on the wing mounted jib sheet track.

    The spinnaker tack shall be attached to a line throught the end of the spinnaker pole. The spinnaker shall be hoisted by the spinnaker halyard and sheeted to the spinnaker sheet blocks on each wing.

    Article 18

    Battens are not restricted other than by Rule 31.

    Article 19

    The Class Emblem shall be silk-screened on the sail or may be glued or sewn to each side of the sail.

    Article 20

    Teh registration number of each boat shall be the sail number of the boat. The sail number shall be glued, sewn or otherwise clearly marked on each side of the mainsail in accordance with the IYRU Racing Rules.

    XI - MAST, BOOM AND SPINNAKER POLE

    Article 21

    The mast, boom, rigging and fittings shall be to the design and specifications of the Designer and items meeting these specifications shall be available from the builder and may not be drilled, altered or otherwise changed except the wind indicator may be attached in any manner.

    Article 22

    The B14E shall be rigged with a single trapeze to each wing.

    Article 23

    No yacht may start with mast or boom which has a permanent bend.

    Article 24

    The mast may be chocked fore and aft at the mast gate.

    XII - ANCHOR

    Article 25

    An anchor need not be carried.

    XIII - REPAIRS AND REPLACEMENTS

    Article 26

    In the event of damage to hull, deck centreboard, rudder, mast, boom, rigging, accessories or equipment, necessary repairs may be mate thereto without violation of these Rules provided repairs are made in such a way that the essential shape or other characteristics are not matelially affected. In the event of the failure of any fitting, or the replacement of fittings as authorised by these Rules, the replacement shall be fitted in the same position or as close as is structurally possible.

    XIV - HULL COATINGS

    Article 27

    The use of slowly soluble applications which might alter the boundaly layer charactenstics of the hull are prohibited.

    XV - CREW PROVISONS

    Article 28

    It is the intent of these Rules that the same two people should be able to sail together throughout a regatta without disadvantage.

    Article 29

    Either ofthe two crew ean use the trapeze at any time during a race.

    XVI - CLOTHING AND PERSONAL EQUIPMENT

    Article 30

    Paragraph d (a) of Rule 22 of the IYRU Racing Rules shall apply. That is to say "a competitor shall not wear or carry any clothing or equipment for the purpose of increasing his weight". For greater clarity, clothing and equipment worn or carried by a helrnsman or crew shall not exceed normal clothing required, having regard to the weather and water conditions. Weight jackets, vests, sweaters or similar apparel, or equipment of any kind designed (or intended in the opinion of the Race Commitee) to artificially add weight by absorption of water are prohibited.

    XVII - REMOVABLE EQUIPMENT

    Article 31

    No change of sails, battens, ropes, centreboard or rudder may be made dunng any regatta, other than to replace equipment damaged beyond repair before the next race. Such replacement may be made only with the approval of the Race Cornmittee and no resubstitution of the onginal equipment may then be made except with the approval of the Race Committee.

    XVIII - CLASS ASSOCIATION MEMBERSHIP

    Article 32

    No person is perrnitted to race a Bl4E in any fleet, interfleet, district or other sanctioned event unless at least one member of the crew is a current member of the World B14E Class Association (and a member of a Regional or District B14E Association duly established in accordance with the Constitution is, ipso facto a member of the World B14E Association).

    XIX - AMENDMENTS

    Article 33

    No amendments to these Rules may be made except with the approval of :

  • a) The World Council, provided that it reports approval by at least two thirds of the District Associations at Special General Meetings thereof called for that purpose, or at Annual General Meetings thereof, provided that no less than 60 (sixty) days notice of such proposed rule change has in each case been given.
  • b) The Advisory Council.
  • c) The Designer or Copyright holder.
